Background Check
The Inspection Service criminal background check is conducted using United States information resources only (e.g., FBI fingerprint check, state and county checks). A criminal background check involves a 5-year inquiry for any location where the individual has resided, worked or gone to school within the United States or its territories. As a result of this limitation, the criminal background checks of individuals who have not resided in the United States or its territories for the preceding 5-years may not be considered complete. The Inspection Service may be able to process inquiries for U.S. Citizens only, but only if their time spent out of the country was spent as: a trailing spouse or dependent of someone working for the U.S. government (military or civilian), a missionary, a student attending school in a foreign country, a Peace Corps participant, or as an employee of a U.S.-based employer/company. Functional Purpose
Manages the planning, design and implementation of mechanical engineering related projects (e.g,. HVAC, plumbing, building automation, fire/sprinkler/life safety systems) for Facilities initiatives, from inception to delivery.
DUTIES AND RESPONSIBILITIES
Reviews and evaluates mechanical plans and information such as detail and assembly drawings, design calculations, system layouts and sketches or specifications to determine economic, service or engineering feasibility.
Conducts cost-benefit analyses and feasibility studies to determine the initial life cycle of a project and develop justification for mechanical engineering proposals. Evaluates technical, cost, and economic data to establish alternatives for systems and equipment to support mail processing.
Develops technical requests for proposals. Determines the project scope, requirements, resources and timeline. Evaluates proposals submitted for technical accuracy and compliance with contract requirements and makes recommendations to management as needed.
Conducts technical quality design reviews and ensures adherence to quality control processes, governmental regulations and postal standards.
Oversees the design, construction and close out process for mechanical construction projects.
Works with architects, engineers, contractors, construction representatives, and others involved in design and construction of postal facilities.
Conducts preconstruction and final acceptance meetings, conducts on-site inspections during the various project phases, and provides status report updates.
Provides program guidance, direction and serves as mechanical subject technical consultant to employees within as well as outside the organizational unit.

1. Knowledge of the construction industry as it relates to the planning processes for design and
construction of new facilities.
2. Ability to coordinate and perform the preparation, justification, and analysis of design and
construction documents and technical reports.
3. Ability to effectively communicate orally and in writing with managers, peers, subordinates, and
contractors in the field.
4. Ability to perform project management activities such as work breakdown, resource estimating,
project planning, tracking/oversight, scheduling tasks, negotiating deliverables, project
administration and status reporting.
5. Knowledge of architecture, engineering, and building construction sufficient to review and
inspect repair and alteration work and new construction of facilities.
6. Knowledge of facility contracting procedures, cost estimating, job site safety, project
scheduling, and quality control procedures for facilities.
7. Demonstrated experience designing and evaluating HVAC, plumbing, building automation and
fire/sprinkler/life safety systems found in large industrial, administrative and retail facilities.
8. Ability to conduct energy and life cycle cost analysis.
9. Demonstrated experience providing oversight, analysis and/or recommendations and solutions in
the management of technical mechanical programs.
10. EDUCATION REQUIREMENT: Applicants must possess a Bachelor's or graduate degree in a mechanical
engineering program or professional engineering program accredited by the Engineering Accreditation
Commission (EAC) of ABET. Preference eligible veterans qualify with a valid license as a
Professional Engineer and six (6) years of professional mechanical engineering experience. This
requirement is waived for applicants who currently hold or previously held a USPS
career Mechanical Engineer position prior to March 02, 2019.
